 Analysis of NCRB Data Across States

The National Crime Records Bureau (NCRB) serves as India’s central agency for collecting and analyzing crime data, operating under the Ministry of Home Affairs. Established in 1986, the NCRB’s primary role is to maintain a comprehensive repository of information on crimes and criminals, aiding law enforcement agencies in crime prevention and investigation. The bureau publishes the annual “Crime in India” report, which offers detailed statistics on various crimes across the country.

Key Highlights from NCRB’s “Crime in India” Report

1. Crime Rates Across States

Crime rates vary significantly across Indian states. For instance, Kerala reported a crime rate of 1,287.7 per 100,000 population in 2019, which is among the highest in the country. In contrast, Nagaland had a much lower crime rate of 77.1 per 100,000 population in the same year.  

2. Conviction Rates

The national conviction rate for Indian Penal Code (IPC) offences stood at 64.3% in 2022. However, this rate varies by state. Mizoram recorded the highest conviction rate at 96.7%, while Assam had the lowest at 35.6%.  

3. Investigation and Pendency

The efficiency of criminal investigations and the judicial process is reflected in the case clearance rates. For example, in 2024, Gujarat’s district courts achieved a case clearance rate of 103%, indicating that more cases were resolved than filed. Conversely, Delhi’s district courts had a clearance rate of 78%, suggesting a growing backlog of cases.  

4. Rape Cases and Conviction Rates

In 2022, over 31,000 rape cases were reported across India. Despite legal reforms and stricter penalties introduced after 2012, the conviction rate for rape cases remains low, hovering around 27-28% between 2018 and 2022. Factors contributing to this include inconsistent application of laws and challenges in evidence collection.  

Conclusion

The NCRB’s data underscores the disparities in crime rates, conviction rates, and judicial efficiency across Indian states. While some states exhibit high crime rates coupled with efficient judicial processes, others struggle with low conviction rates and growing case backlogs. Addressing these challenges requires a multifaceted approach, including legal reforms, improved policing, and enhanced judicial infrastructure.
