Mathura, Uttar Pradesh – In a disturbing incident that raises serious concerns over police accountability in Uttar Pradesh, Brijmohan Singh, the son of a poor farmer from Govardhan in Mathura district, was brutally assaulted by Sub Inspector (SI) Kapil Nagar at the Govardhan Police Station. The alleged assault occurred after Brijmohan dared to file a complaint on CM Yogi’s Portal, the official grievance redressal platform of the Uttar Pradesh Government, against a ₹20,000 bribe demand by local police officials.
Shocking Allegations on SI Kapil Nagar Assaulted Farmer for Seeking Justice
According to the victim’s family and local eyewitnesses, Brijmohan Singh had approached the portal with a detailed complaint regarding corrupt practices within the Govardhan police department. Specifically, he reported that he was being coerced to pay a ₹20,000 bribe in order to register a land related complaint that involved illegal encroachment on his father’s small agricultural plot.
What followed was not the justice he sought but violence and humiliation. SI Kapil Nagar allegedly summoned Brijmohan to the police station on the pretext of recording his statement. However, once inside, Brijmohan was subjected to verbal abuse, slapped repeatedly, and, in a horrifying escalation, kicked in the groin a move that caused him to collapse and later be hospitalized.
Family’s Plight: “We Never Thought Seeking Help Would Cost Us So Much”
The farmer’s family, who live in a modest two room house on the outskirts of Govardhan, say they are terrified and feel betrayed by the very system that promised them protection. Brijmohan’s father, a marginal farmer owning barely half an acre of land, said:
“We had faith in the government. CM Yogi’s portal was supposed to be for the poor. We didn’t know it would lead to more suffering.”
Brijmohan’s younger sister added:
“My brother did what any honest person would. He reported corruption. And now he is in a hospital bed.”
Outrage Spreads: Public and Political Reaction
As news of the brutal assault over complaint on CM Yogi’s Portal spread through social media and local news channels, public outrage erupted, with citizens questioning the sincerity of anti-corruption claims made by the state government.
Local leaders and civil society groups have condemned the incident, demanding the immediate suspension and arrest of SI Kapil Nagar.
Police Version: Denial and Damage Control
As expected, the UP Police have denied all allegations, calling them “exaggerated” and “politically motivated”. A statement issued late Tuesday night claimed:
“The complainant was called for questioning as part of a procedural inquiry. No physical assault took place. The allegations are under review.”
CM Yogi’s Portal Under Scrutiny
This case has cast a shadow over CM Yogi’s grievance redressal portal, which was launched to empower ordinary citizens to directly report issues without local interference. The portal is now facing serious questions:
Is it truly safe for whistleblowers?
What happens after a citizen files a complaint?
Are district level officials being held accountable?
While CM Yogi Adityanath has championed the portal as a symbol of transparency and efficiency, the brutal assault over complaint on CM Yogi’s Portal exposes a dangerous loophole: lack of protection for complainants.
Legal Perspective: Whistleblower Protection Missing?
Legal experts are calling for the invocation of Section 166A of the IPC (public servant disobeying direction under the law) and Section 323 (voluntarily causing hurt) against SI Kapil Nagar. Some also argue that this case merits investigation under the Whistleblowers Protection Act, 2014, although the Act itself lacks teeth in India’s current legal framework.
National Implications: A Pattern of Intimidation?
This is not the first case where a citizen has faced violence or intimidation after filing a complaint against police officials in Uttar Pradesh. Human rights observers note an increasing pattern of retaliatory actions, especially when complaints are filed through formal government channels.
The brutal assault over complaint on CM Yogi’s Portal has become a lightning rod in the ongoing debate about police reform and citizen protection.
What’s Next?

A judicial probe is being demanded by opposition parties.
