In a significant step towards enhancing the safety and empowerment of female students, the Odisha Government has launched the Shaktishree Initiative, a transformative programme aimed at ensuring women’s safety across higher education institutions in the state. This major move will impact all 16 universities and 730 government and government aided colleges functioning under the Odisha Higher Education Department.

With a vision of moving “From Awareness to Action,” the Shaktishree Initiative promises to usher in a new era of accountability, transparency, and proactivity in addressing gender related safety concerns within campuses.

To ensure comprehensive and sustainable safety, the Shaktishree Initiative introduces several structured and measurable interventions:

1. Code of Conduct and Online Training

All faculty, staff, and students will undergo an annual online training module focused on safety norms, respectful behavior, and awareness around gender sensitization. This ensures everyone on campus understands the protocols and expectations regarding student safety.

2. Shakti Swarupini Workshop

A core pillar of the programme is the Shakti Swarupini Workshop, which includes annual training for Saathis and Sanjojikas designated student leaders trained to respond to safety issues and guide peers. This effort aims to build confident and empowered women leaders capable of handling on ground challenges and providing peer support.

3. CCTV Surveillance and Monitoring

The initiative mandates 24/7 CCTV surveillance in every participating institution. This measure is expected to deter potential misconduct and enable quick response and evidence-based grievance redressal.

4. Annual Safety Report

Transparency and accountability are emphasized through the Annual Campus Safety Report. Institutions will be required to maintain and publish yearly reviews of their safety audits, incidents reported, and action taken. This fosters public accountability and systemic improvements.

Implementation Across 746 Institutions
