
Samadhan Yojana 2025-26: Relief for Electricity Bill Defaulters
Madhya Pradesh Chief Minister Dr. Mohan Yadav on Monday launched the Samadhan Yojana 2025-26, a new scheme aimed at providing financial relief to consumers struggling with pending electricity bills. The scheme, introduced by the MP Power Management Company, is designed to help domestic, non-domestic, agricultural, and industrial consumers clear their dues with substantial surcharge waivers.
According to the Chief Minister, the Samadhan Yojana will provide an estimated ₹3,000 crore in financial relief to consumers across the state. The initiative will be in force from November 3, 2025, to February 28, 2026. During this period, eligible consumers can settle their dues and regularise their electricity connections.
Up to 100% Surcharge Waiver under Samadhan Yojana
The Samadhan Yojana 2025-26 offers a 100% surcharge waiver for timely payments. Consumers who make a one time settlement of their dues will receive the highest relief. Those opting for installment payments will receive slightly lower benefits. The scheme, however, does not include government connections.
- Under the plan, surcharge waivers of up to ₹1 crore will be provided.
- Domestic and agricultural consumers can register by paying 10% of their pending bill amount.
- Non-domestic and industrial consumers must pay 25% of their pending amount to participate.
Consumers who fail to pay two consecutive installments will lose eligibility under the scheme.
Discount Based on Payment Date
The surcharge waiver under the Samadhan Yojana depends on the payment date.
- Those paying their full dues by December 31, 2025, will receive a 90% surcharge waiver.
- Payments made between January and February 2026 will be eligible for a 70% waiver.
- Consumers choosing six installments will receive 70% waiver till December 2025 and 60% thereafter.
The Energy Department stated that the initiative is based on the principle of “Pay early, pay fully, and get maximum benefits.” This structure aims to encourage prompt payments and reduce the burden on power distribution companies.

Here, LV-1 includes domestic consumers, LV-5 and HV-5 cover agricultural users, LV-2 covers non-domestic users, while LV-4, HV-3, and HV-4 include industrial consumers.
Objective and Economic Impact
The Samadhan Yojana 2025-26 aims to address long-pending electricity dues and strengthen the financial health of the state’s power utilities. While the initiative provides short term relief to consumers, economists view it as a populist measure that could add fiscal pressure in the long run. Nevertheless, the Madhya Pradesh government has termed it a step toward balancing consumer welfare with revenue recovery.
